The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the VA to design and deliver seamless user experiences for Veterans, their families and caregivers, and VA employees. By applying better practices in service design, product management, and technology, we enable the VA to increase the use, quality, and reliability of services and decrease the time Veterans spend waiting for outcomes.

Primary Responsibilities

As a Manager of Product Management, you will be responsible for leading product strategy and delivery within the program while managing client relationships from a product perspective. You will serve as a people manager, leader, mentor, and subject matter expert, guiding product team members while partnering across disciplines to support successful program delivery.

In this role, you will translate program and organizational objectives into clear priorities for your team, strengthen product management practices, and help ensure delivery remains aligned with scope, schedule, cost, and client expectations. You will work closely with Program and Practice leadership, clients, and cross-functional partners to identify risks, remove obstacles, improve processes, and create an environment where teams can do their best work.

Primary expectations for a Manager of Product Management include:

  • Demonstrate a strong understanding of program scope, schedule, cost, and delivery expectations, and clearly communicate priorities and requirements to team members
  • Set direction for the product team and serve as a trusted advisor to clients, program leadership, and team members
  • Monitor and report on program and product delivery progress, identifying obstacles, dependencies, and areas requiring leadership attention
  • Lead complex assignments and initiatives with a high degree of independence and limited guidance
  • Partner with cross-functional teams to align product priorities, delivery requirements, and program objectives
  • Build and maintain strong relationships with client stakeholders, understanding their priorities and translating business and user needs into actionable product direction
  • Navigate competing stakeholder priorities, facilitate alignment, and build consensus around product and delivery decisions
  • Proactively identify delivery, product, and team risks, recommend mitigation strategies, and execute approved mitigation plans
  • Build strong, collaborative relationships with Program and Practice leadership and contribute to continuous improvement across teams
  • Provide ongoing coaching, mentorship, and development for product team members, including establishing growth goals and development plans
  • Foster a culture of accountability, collaboration, continuous learning, and professional growth
  • Manage employee performance, including providing feedback, supporting performance reviews, and making recommendations related to compensation and bonuses
  • Address and escalate performance concerns when appropriate and support employee development and internal mobility
  • Manage people operations responsibilities for direct reports, including timecard reviews, PTO management, onboarding, and team development
  • Support hiring efforts by participating in interviews, evaluating candidates, developing or assessing interview exercises when appropriate, and serving as the hiring manager for assigned roles
  • Use strong communication and influence skills to build consensus, navigate conflict, and champion innovation and organizational change
  • Support consistent processes and practices that improve program and business unit efficiency
  • May contribute to proposal and bid development, technical demonstrations, strategic planning, and other customer-facing activities


Basic Qualifications

  • Bachelor’s degree and 10+ years of relevant professional experience
  • Additional relevant experience may be substituted for education
  • 3+ years of experience leading or directing work across cross-functional teams
  • 2+ years of experience mentoring, coaching, or developing team members
  • Demonstrated experience leading product strategy, product delivery, or product management within complex programs
  • Strong written and verbal communication skills with the ability to communicate effectively with clients, leadership, and cross-functional teams
  • Demonstrated ability to manage competing priorities and independently lead complex initiatives
  • Must be legally authorized to work in the United States without sponsorship, now or in the future
  • Must be able to successfully obtain and maintain a Public Trust security clearance


Preferred Qualifications

  • Significant experience supporting U.S. Department of Veterans Affairs (VA) programs, products, or digital services
  • Significant experience managing and influencing senior-level stakeholders within complex organizations or federal programs
  • Demonstrated experience building trusted relationships with government clients, program leadership, and cross-functional stakeholders
  • Experience navigating competing stakeholder priorities, building consensus, and translating business and user needs into product strategy and delivery priorities
  • Experience managing product teams supporting federal government programs
  • Experience working within government contracting environments and familiarity with applicable requirements and regulations
  • Certified Scrum Product Owner (CSPO), Certified Product Manager (CPM), Certified ScrumMaster (CSM), or other relevant product or Agile certification
  • Experience contributing to proposals, bids, technical demonstrations, or other growth activities

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $160,000 - $170,000.
