The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities:
Senior Data Analyst serves as an experienced individual contributor and subject matter expert supporting national-level Medicaid data analysis for CMCS. You will be expected to further develop leadership and mentoring skills while working within a cloud-based data lakehouse environment. With minimal oversight, you will support scope, schedule, and delivery requirements, impacting long-term program goals and data strategy. Primary expectations of a Senior Data Analyst include:
Analyze large-scale national Medicaid datasets (including T-MSIS or related program data) using SQL and Python within a Databricks environment.
Analyze datasets to understand their structure, relationships, and intended use cases, ensuring they logically fit within the broader data ecosystem.
Develop high-level usage examples, dashboards, and visualizations (using Amazon QuickSight or Power-BI) to translate complex data into actionable insights for policy evaluation and operational decision-making.
Create, improve, and maintain data dictionaries and metadata; evaluate existing documentation to identify gaps or inconsistencies in business meaning and referential integrity.
Work closely with data engineers, architects, and policy stakeholders to align data with business context, improve data accessibility, and enhance analytical workflows.
Help teams understand how to combine datasets to answer complex analytical questions and lead the development of innovative solutions for program-level problems.
Proactively identify opportunities to enhance the data platform's analytical capabilities and document standard design methodologies for reuse across the program
Basic Qualifications:
Bachelor’s degree in a relevant field (e.g., Data Analytics, Public Health, Statistics, Economics) plus at least 8 years of related experience, or a Master’s degree plus 6 years of experience.
Proven experience working with healthcare data structures and programmatic context, particularly within public-sector or national-level programs.
Expert-level knowledge in SQL and Python for data transformation and analysis.
Hands-on experience with cloud-based analytics platforms, specifically Databricks, Spark, or similar lakehouse environments.
Demonstrated expertise in creating data visualizations and dashboards using Amazon QuickSight, Power BI, or equivalent tools.
Ability to communicate complex data relationships and trends to both technical and non-technical audiences.
Preferred Qualifications:
Direct experience working with Medicaid data at the federal (CMS) or state level, including familiarity with T-MSIS.
Experience working within AWS-based analytics architectures.
Deep knowledge of healthcare policy, Medicaid program operations, or federal healthcare program structures.
Familiarity with data governance, data quality frameworks, or healthcare data standards (e.g., FHIR, HL7).
Experience working in federal contracting or government consulting environments

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
