The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities:
The Senior Technical Product Manager will drive the development and evolution of the organization’s underlying technology platform, ensuring secure, scalable, and reliable infrastructure to support all digital products and services.
This role ensures that engineering teams have the tools, processes, and environments they need to deploy code efficiently, maintain system uptime, and integrate new technologies such as AI/ML pipelines. By implementing Agile methodologies and leveraging tools like Jira and Confluence, the TPM will enable iterative, transparent, and collaborative delivery processes across platform and operations teams.
The TPM will define roadmaps for platform services, CI/CD pipelines, automation, observability, and infrastructure improvements—aligning technical capabilities with strategic business goals. By bridging engineering, security, and product stakeholders, they ensure the platform not only meets current operational needs but also scales for future growth, innovation, and emerging technologies.
Ultimately, this role transforms the platform into a strategic enabler, delivering robust, efficient, and reliable infrastructure that allows digital teams to innovate rapidly while maintaining operational excellence and system reliability.
. Primary expectations of a Senior Technical Product Manager include:
Strong influential skills to build relationships with internal and external stakeholders
Serves as a mentor and coach to other product team members
Leads cross functional efforts for delivery team members and team leads; may serve as the primary technical point of contact for stakeholders
Primarily focused on program and delivery strategy, but also supports tactical assignments
Considered an expert with agile methodologies; ability to lead cross-functionally and deliver based upon requirements
Leads a cross-functional team to deliver new products given the mission and goals of the customer.
Works with a client/product owner to shape the vision and strategy for a product or program and adopt more iterative and outcome-driven ways of working
Shapes the vision and narrative for the product by developing artifacts, like a “product brief” and related roadmaps; with the goal of instilling a shared purpose and metrics to define success
Works with customers to develop strategies that focus on the highest value outcomes for the program given goals, needs, and constraints
Successfully advocates for user needs and lean methods when setting priorities and managing tradeoffs
Basic Qualifications:
Bachelor’s degree and 7+ years of experience
Relevant years of experience may be substituted for education
Platform & DevOps Expertise
Ability to define technical product requirements for platform tools, deployment processes, and operational reliability
Technical Product Management Skills
Strong understanding of automation, infrastructure-as-code, observability, monitoring, and security best practices
Agile Methodology Implementation
Familiarity with Confluence, Jira, or similar tools for backlog management, sprint planning, and cross-team collaboration
Cross-Functional Leadership
Experience balancing multiple stakeholder priorities while ensuring high availability, reliability, and scalability of platform services
Cloud & Infrastructure
Ability to assess technical trade-offs, define requirements for performance, resilience, and scalability, and communicate effectively with technical team
Preferred Qualifications:
AI/ML Platform Experience - Knowledge of DevOps and platform considerations for AI/ML workflows, including model deployment, data pipelines, and orchestration
Security & Compliance Knowledge - Familiarity with federal security standards, access controls, compliance frameworks, or regulatory requirements affecting platform operations
Enterprise Platform Migration Experience - Experience managing large-scale platform upgrades, migrations, or cloud adoption initiatives
Technical Background - Ability to read and understand system architecture diagrams, deployment pipelines, and cloud infrastructure documentation
Ability to obtain/maintain any of the following
CSPO, CPM, CSM or other related certifications

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
