The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities:
Staff Product Manager serves as an emerging subject matter expert, while serving as an individual contributor that exhibits a high level of trust, autonomy and empowerment. With minimal oversight from leadership, you will be essential to leading and guiding a unified product strategy across a multi-channel communication efforts, and modernizing one of the federal government’s most mission-critical digital properties. Given highly distributed organizational structure with the HHS portfolio and the need to provide clear, timely public health information across web, mobile, social, and API-driven channels, a senior product leader ensures alignment across communications, policy, design, and technology teams. This role drives cohesive content governance, streamlines operations, reduces redundancies, and supports a user-centered approach to information architecture, accessibility, and omnichannel delivery. The ultimate outcomes of this role is to strengthen public trust, accelerates digital modernization, and ensures health guidance is consistently understood—regardless of platform or audience.
A Staff Product Manager exhibits strong influential skills to represent the product management practice in planning sessions, advocating for the best solution, while communicating tradeoffs. You will serve as the primary lead and proactively communicate with stakeholders; while utilizing strong influential skills to drive improvements in product management processes and practices. Primary expectations of a Staff Product Manager:
Strong influential skills to garner consensus among stakeholders, leadership, programs, and practice teams
Primarily supports a program/portfolio, but may support business unit initiatives in order to drive thought leadership among practice and delivery
Serves as a mentor to individuals within the assigned business unit or Program, providing constructive feedback to support employee development and practice innovations
Presents to a wide variety of audiences, inclusive of internal and external stakeholders
Primarily focused on program/portfolio strategic initiatives, but may support tactical assignments
Exhibits strong communications skills in order to gain consensus, mitigate conflict, and serves as a stewardess of innovation or change
Responsible for defining the vision and strategy for products and identifying areas of growth for a program or portfolio of work
Demonstrates the ability to make educated decisions and understands when to pivot and how to experiment in order to reduce uncertainty and inform next steps
Utilizes effective communication skills and understands how to translate complex issues for a wide variety of audiences in order to influence decision making for the highest value outcome
May support growth opportunities, inclusive of proposal writing, solution development, presentations, and briefings
Serves as a partner to Project and Program Managers to support the delivery of required scope and deliverables
Required Qualifications:
Bachelor’s degree and 9+ years of experience directing cross-functional team
Strong understanding of content management systems (CMS) and multi-channel platforms, a strategic mindset for defining content goals and user experiences, and excellent communication and data analysis skills to guide the execution of content and campaigns across various channels
Be adept at defining target audiences, developing content strategies, choosing the right channels, and using analytics to measure performance.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
