The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the VA to design and deliver seamless user experiences for Veterans, their families and caregivers, and VA employees. By applying better practices in service design, product management, and technology, we enable the VA to increase the use, quality, and reliability of services and decrease the time Veterans spend waiting for outcomes.

Primary Responsibilities:

As a Business Analyst / Requirements Engineer, you will lead requirements management for a large federal enterprise cloud platform, translating mission and stakeholder needs into clear, actionable requirements that engineering teams can deliver. You will serve as a liaison between government stakeholders and delivery teams to ensure the platform meets its scope and quality goals. Primary expectations of a Business Analyst / Requirements Engineer include:

  • Eliciting, analyzing, documenting, and validating business and technical requirements
  • Translating stakeholder needs into user stories, acceptance criteria, and requirements documentation
  • Maintaining requirements traceability across the delivery lifecycle
  • Modeling business processes and workflows to support platform and application teams
  • Managing scope and change, and facilitating prioritization with product and program leadership
  • Participating in Scaled Agile (SAFe) ceremonies, including PI planning, backlog refinement, and sprint planning
  • Producing clear documentation and translating complex requirements for a range of audiences
  • Working with government partners and delivery teams to ensure requirements meet security, compliance, and performance needs
  • Supporting acceptance and validation activities to confirm delivered capabilities meet requirements


Basic Qualifications:

  • Bachelor's and 5+ years of experience; relevant experience may be substituted for education
  • Demonstrated experience in business analysis and/or requirements engineering on technology programs
  • Experience with requirements documentation, user stories, and traceability
  • Experience working in an Agile or SAFe environment
  • Must be able to obtain and maintain a U.S. Public Trust / suitability determination


Preferred Qualifications:

  • Prior experience with the Department of Veterans Affairs
  • Experience with requirements and project management tools (e.g., Jira)
  • Familiarity with cloud platforms and federal compliance environments
  • Business analysis certification (e.g., CBAP, PMI-PBA)

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
